Government Partners
Allegheny County Department of Human Services is the largest funder of work in our prenatal to three system. They partner with dozens of community-based agencies to operate a network of Family Centers and the Early Learning Resource Center. The Department oversees Hello Baby and coordinates many resources available to prenatal to three families across the County.
Allegheny County Health Department, Bureau of Community and Family Health implements three evidence- based or evidence-informed home visiting programs including Nurse Family Partnership, Healthy Families Allegheny, and Healthy Moms Healthy Babies. They also oversee the County WIC office.
Allegheny County Department of Children Initiatives provides the local government structure to support equitable access to high-quality programming for children and their families through systems building, internal and external partnerships, and resource development. They were founded following an unsuccessful ballot initiative, however, they are set-up to have the potential for future revenue to be distributed.
Nonprofit & Service Partners
Healthy Start, Inc. began in the 1990s with a Health Resources and Services Administration (HRSA) grant focused on eliminating disparities in infant mortality and perinatal outcomes. The organization now offers a range of programs, services and initiatives focusing on the health of Black moms and babies, including home visiting, community health work, and community engagement; policy and advocacy initiatives; research, training and technical assistance; and community convening. Healthy Start, Inc. led the development of The BIRTH Plan for Black Babies, which guides emerging strategies and action steps focused on strengthening the maternal and child health workforce, strengthening systems of care, addressing social determinants of health, and coordinating and streamlining maternal and child health initiatives.
Trying Together champions the adults who care for young children by advancing a more just and joyful early childhood system. Through professional development, community partnerships, and bold advocacy, they strengthen the people and places that shape a child’s earliest years—from prenatal care through age eight. Rooted in equity and driven by relationships, they recognize that when caregivers are supported, children thrive.
The Alliance for Infants and Toddlers is the contracted Early Intervention Part C (0–3) service coordination unit for Allegheny County.
